Accentuate Staffing is currently recruiting for an Human Resources Manager to join a local company in the Raleigh area.  This position  manages the day-to-day human resources operations of the Company. This individual will carry out responsibilities in the following functional areas: employee engagement, employee relations, training and development, benefits and compensation, compliance, organizational development, recruiting and retention.

Responsibilities:

• Recruitment and development of a superior workforce
• Development of practices and objectives that will provide an employee-oriented, high performance culture that emphasizes the Company’s values
• Ensures legal compliance with all federal and state laws
Recruiting
• Works with talent acquisition manager to support and manage recruitment process for all open positions
• Coordinates and manages with HR Coordinator summer internship program
Training and Development
• Leads performance management and development processes by establishing, documenting and coordinating all aspects of the annual performance management process; assists managers in the assessment and determination of development needs of individuals
Employee Relations
• Provides human resources support and guidance to Company personnel; assists in development and implementation of personnel policies and procedures; maintains employee handbook and policies and procedures manual; communicates HR programs and policies
• Leads and develops Company reward and recognition initiatives and oversees employee volunteer committees.
• Handles employee outplacement counseling and exit interviewing
• Manages time and attendance tracking, including review and reporting of vacation, personal days and sick time to employees and their managers
Benefits and Compensation
• Oversees benefits administration to include claims resolution, change reporting, approving and reconciling benefit invoices, annual re-evaluation of policies for cost effectiveness and possible negotiation of benefits
• Works with HR Coordinator to ensure that third party benefits administrator is provided all information necessary for enrollment and termination of employees in benefit programs
• Manages 401k enrollment process and education program
Compliance
• Ensures legal compliance to minimize liability exposure by monitoring and implementing applicable human resource federal and state requirements, conducting investigations and maintaining records
• Advises management of changes and recommends actions required for compliance; revises employee handbook policies as necessary

Requirements:

• Bachelor’s Degree in Human Resources or other related field of study
• Minimum of 5 years of progressive human resources experience with at least one year at manager level, preferably in a small business environment
• PHR or SPHR certification is preferred
• Considerable knowledge of principles, practices and HR regulations
• Proficient in Outlook, Word, Excel and PowerPoint
